Call For Papers - Special Issue "Quality of public finance"

The Editors of Economics and Business Letters are pleased to announce a Call for Papers for a Special Issue on Quality of public finance. The special issue will appear in June 2019 with Antonio Afonso (ISEG-University of Lisbon) and Javier J. Perez (Bank of Spain) as Guest Editors.


Motivation and goal

The composition of public finances has become recently a focus of attention for policy makers and academics, particularly in Europe. On the expenditure side of the government budget, a deep reflection on the quality of public finances is related to the challenges posed, on the one hand, by the process of globalisation, particularly given the associated increase in global competition and the mobility of populations. Mature welfare states face the pressure to increase their flexibility and adaptability, while keeping, in particular, the high levels of social protection demanded by citizens. On the other hand, ageing populations are increasingly leading to a bias towards old-age-spending, in the areas of pensions, health care and long-term care, putting pressure on other spending items more linked to long-term growth, like R&D, education or public investment. On the revenue side of the government budget, the literature points to the need to design more efficient and less distortionary tax systems.


The topics of interest for this special issue are about, but are not limited to:

  • Quality of public finances and long-term economic growth.

  • Globalisation, trends in public spending and the bias towards “social expenditure”.

  • Public spending entitlements and the mobility of populations.

  • Public revenue instruments and economic growth, in the short- and long-run.

  • Structural public expenditure reforms, economic growth and inequality.

  • The efficiency of public expenditures and of tax systems.


We kindly encourage authors to submit their work to EBL following the “guidelines for authors”, and to use the on-line submission system at: Original manuscripts (max. 2,500 words excluding abstract, references and tables) will be selected through the regular double-blind review process with at least two referees of EBL. Please include the following sentence in your cover letter: “For Special Issue 2019-2 Quality of public finance”.

  • Notification of final decisions: May 31, 2019
