Recent advances in Machine Learning (ML) and Artificial Intelligence (AI), in particular in generative AI technology, provide a unique opportunity to develop a system that can help public institutions detect fraudulent practices in public procurement.

The SmartBidRigging project is a publicly funded project awarded under the “Proyectos Generación de Conocimiento 2023” call.

The aim of this project is to contribute to and foster the development of novel models based on generative AI and ML algorithms to identify irregularities, collusion and cartels in public procurement processes. This is ground-breaking research in academia, public administration and the private sector.

SmartBidRigging is built around four challenges:

Develop robust machine learning models capable of identifying patterns indicative of fraudulent activity.
Integrate existing information and generate data sets suitable for model training.
Extending datasets with synthetic cases created with Generative AI.
Develop an AI chatbot specialised in bid rigging and integrate the models into its architecture.

The project is carried out by a group of researchers from the University of Oviedo coordinated by Professor Vicente Rodríguez Montequín, acting as Principal Investigator.
