Full Professor of the Administrative Law Department since 2011. Principal Investigator (PI) of the Research Group for Socio-Legal Studies of the Territory and Sustainable Urban Development-GTDS Her research interests are historical heritage, land use, urban planning, spatial planning and, environmental issues. Senior law and regulation maker in her areas of expertise. She has collaborated in several externally funded research projects. She teaches courses of administrative, urban and, environmental law. She supervises students at master and doctoral levels at various universities. She is also a senior promoter of university activities and senior manager of training actions at other public institutions. Between 1992-2002, she practiced as an acting judge at the High Courts of Justice of the Principality of Asturias at the Administrative Disputes Chamber. Between 2008-2010, she exercised as the Director-General of Land and Urban Policies of the Government of Spain. She leads the Urban Development network – URBAN RED since 2015, and the Trade Studies Seminar of Asturias (SECA) since 2018.

Degree in Philosophy and Literature (1975). Doctor by the University of Oviedo (1981). Coordinator of the General Plan of Urban Planning of Langreo (years 1981-1982) and, later (between 1983 and 1987), Mayor of Langreo and president of the Commonwealth of Councils of Valle del Nalón (between 1983 and 1988). Professor since the University of Oviedo since 1983, directs the Department of Geography between 1991 and 1998. Director of the House of La Buelga since 1999 and member number of the Royal Institute of Asturian Studies since 2014. Since 2010 maintain as basic lines of work and research territorial analysis and spatial planning.

Licenciada en Derecho por la Universidad de Oviedo. Título de Experto en Gestión Urbanística y Territorial por la Universidad de Oviedo (2003). Es Abogada en ejercicio desde 1988, adscrita al ICA Oviedo. Posee una amplia experiencia de más de dos décadas de asesoramiento jurídico en SEDES, empresa del sector público de Asturias vinculada a la promoción y la construcción de edificios, de obras e infraestructuras de todo tipo así como la gestión de activos inmobiliarios.

Doctora en el programa de doctorado en "Las Ciudades del Arco Atlántico. Patrimonio Cultural y Desarrollo", habiendo realizado la tesis doctoral sobre "Los sistemas de indicadores. Un instrumento para facilitar el desarrollo de políticas de regeneración urbana", centra su actividad en el patrimonio cultural y el desarrollo urbano. Actualmente, a través de su estudio de arquitectura, continúa trabajando en el desarrollo de proyectos de investigación, de diseño urbano y arquitectura, peritaciones judiciales, así como en la creación de iniciativas de divulgación como AA Arquitectura de Asturias sobre catalogación de patrimonio cultural.

Master en Abogacía (Derecho Público). Experto en Derecho Urbanístico y gestión urbanística. Fue Director de los Servicios Jurídicos de Sogepsa, empresa pública dedicada a la gestión, promoción y desarrollo urbanístico en el ámbito del Principado de Asturias, habiendo desarrollado tareas de gestión y consultoría urbanística, participando directamente en la redacción de diversos instrumentos de planeamiento y gestión urbanística junto con el equipo pluridisciplinar de la empresa. Vocal por libre designación en la Ejecutiva de la Comisión de Urbanismo y Ordenación del Territorio de Asturias (CUOTA) desde el año 2004 hasta diciembre de 2016.
